The Board and ULFA negotiating teams held their thirty-second bargaining session toward a new Academic Staff Collective Agreement (ASCA) on the afternoon of October 24, 2025. Eight ULFA members attended as observers.
In this session the Board team presented a full package of proposals, including their opening salary offer, and opened items not already provisionally agreed. The package was accompanied by five documents comprising clarifications of the Board team’s positions and an article-specific MOU.
The package included conditional acceptance of the ULFA team’s latest proposals for Article 5 (recognition) with a clarifying letter and Article 13 (evaluation criteria). The package also included new or retabled proposals for:
- Article 1 (purpose & objectives, with a clarifying letter)
- Article 2 (definitions)
- Article 3 (amendments – retabled October 2, 2025 proposal)
- Article 9 (grievance)
- Article 11 (rights & responsibilities – retabled October 2, 2025 proposal)
- Article 19 (discipline)
- Article 21 (assignment of duties)
- Article 23 (evaluation procedures, with a proposed MOU)
- Article 24 (increments)
- Article 25 (personnel committees)
- Article 28 (promotion)
- Article 33 (gradual retirement & reduced load)
- Article 35 (faculty – retabled October 2, 2025 proposal)
- Article 37 (instructors & academic assistants)
- Article 39 (teaching stream faculty)
- Schedule A (salaries & stipends)
- Schedule B (benefits, with a clarifying letter)
- Schedule WW (transition to teaching professoriate)
