After hosting last week’s ULFA bargaining town halls, the ULFA negotiating team submitted a last, best and final proposal package on January 30, 2026, to the Board negotiating team and the appointed mediator. This two-part proposal package presents ULFA’s interests and positions on key items that remain on the table for the start of formal mediation, which commences February 4, 2026.
The first part of the proposal package contains a cover memo followed by revised or corrected proposals for Articles 5, 11, 21, and 25, a rationale to accompany ULFA’s December 19, 2025, Schedule B proposal and memo, and two new MOUs proposing to create working groups to investigate two complex matters pertaining to merit. The second part consists of copies of the ULFA team’s most recent proposals on other items opened in this bargaining that have not yet been agreed upon.
The Board provided a Memorandum of Agreement document to ULFA on January 27, 2026 as a follow up to the documentation provided at the table on January 26, 2026.
The ULFA team also prepared a brief for the mediator that summarizes the progress of this bargaining round and presents the team’s views on important components of the mandate approved by the ULFA membership for this round of bargaining that have not yet been adequately addressed.
The Board and ULFA negotiating teams last met on January 26, 2026. To date, since no further mediation dates in February have been agreed upon besides February 4, the ULFA team expressed interest in identifying other February dates on which the parties may pursue negotiations without the mediator’s participation.
